Documenting the development process

The is about documenting not just the software ... but the development process itself. Currently, bug and feature reporting/tracking is conducted mostly by private mailing list.

I suggest...

1. Commit to use web-based bug tracker

-- This is a more efficient way to report/track bugs.
-- More devs may do some bug fixing if the process is more simple and transparent.
-- Devs/admins outside the "core group" are more likely to report bugs -- or to note that their pet bug has already been reported.

(Critical to viewing this as a serious open source project.)

2. Manage feature requests with similar online tool (with feature requests structured by type/category).

-- extends "ownership" over future path beyond the core dev group.
-- "outsiders" more likely to contribute ideas
-- more efficient for developers
-- outsiders and insiders can see what others are thinking ... not patterns among requests ... and potentially get together to co-fund specific new features.

A wiki might be an interesting approach?
