Please contact foobar@somewhere.com and report the exact error message. Session
halted.
Typically this means that the DB_HOST, DB_USER, DB_PASSWORD, DB_NAME setup
during editing config.php3 in Install 4.1 don't match the one you gave
permissions to in Install4.2. In particular note that if the DB_HOST is absolute
e.g. "aa.apc.org" then the permissions are going to have to include the machine
name that the Apache server runs on e.g. aadb@bigserver
